There is no single flat fee that fits every manuscript, and anyone who quotes one before reading your book is guessing.

What a project costs depends on things we can only see once we have the manuscript in front of us: how long it is, how much editing it genuinely needs, whether you want an illustrated cover or a clean typographic one, and how many formats you plan to publish in. Those are real differences in the work involved, so they show up as real differences in the price.
